Construction Contracting Process Construction Stages
1. Planning and Preparation Stage
This is the critical stage where the foundations of the project are laid and preparations are made for the contract process.
- Project Evaluation and Analysis:
- The employer’s requirements and the project’s objectives are clarified.
- A ground survey and site analysis are carried out in the area where the project will be implemented.
- The technical requirements, scale and complexity of the project are examined.
- Design and Engineering:
- Preliminary Design (Conceptual Design): Architectural concepts and drafts are prepared.
- Final Design and Implementation Projects: Detailed architectural, structural, electrical, and mechanical (plumbing) designs and calculations are prepared based on the approved preliminary design.
- Cost and Quotation Preparation:
- The Project Survey Fee (estimated cost) is determined.
- The contractor adds its profit margin to this cost and submits its proposal to the employer. The proposal includes the scope of work, cost, duration and work plan.
- Legal Permits: Compliance with zoning and building regulations is ensured and preparations are made to obtain the necessary legal permits (licences).
2. Contract Stage
The employer evaluates the bids and selects the most suitable contractor.
- Contract Negotiations and Signing:
- A Construction Contract is signed between the parties.
- The contract clarifies the parties’ identity information, the description of the work, its duration, the contract price (lump sum or unit price), payment terms, penalties and amendment procedures.
3. Pre-Implementation Phase (Site Setup)
Preparations are made for the physical commencement of construction after the contract is signed.
Preparation of the Necessary Project Types
Detailed architectural planning involves the creation of multiple sub-projects that work together in an integrated manner:

Preliminary Project (Pre-Project) | Concept and Approval | A draft project showing the general layout, massing and functional scheme of the building. (This is usually prepared before this stage.) |
Final Project | Dimensions and Technical Specifications | Following approval of the preliminary design, a detailed version of all units with precise dimensions, technical details and material specifications. |
Application Project | Construction Instructions | This is the final set of drawings that fully displays all measurements, sections, elevations and details required for the structure to be built on site exactly as designed. It is also referred to as the Building Permit Project. |
4. Construction Phase (Building)
Step | Explanation |
Ground and Foundation Works | Ground improvement (if necessary), foundation excavation, earthworks, drainage and foundation system (raft foundation, continuous foundation, etc.) installation. |
Rough Construction | Construction of the building’s load-bearing systems: Reinforced concrete (columns, beams, slabs) or steel construction works, curtain walls and roof closure. |
Fine Construction and Installations | After the structural work is completed, the construction of internal and external walls, plastering, and façade cladding work. At the same time, the installation of all mechanical and electrical systems, including electrical, water, heating, ventilation, and fire protection. |
Final Projects | Finishing touches such as floor and wall coverings (ceramic, parquet, paint), door and window installations, kitchen/bathroom cabinets and landscaping. |
- Quality and Control: Progress, compliance with the work schedule and quality standards are continuously monitored and reported throughout the construction period.
5. Delivery and Closing Stage
It is the final step in the construction process, when the building is completed and handed over to the client.
- Provisional Acceptance and Checks: Final checks are carried out on the project, any missing or defective work (punch list) is identified and rectified by the contractor.
- Occupancy Permit: The necessary permits are obtained from the local authority confirming that the building is fit for use.
